Sheriff's Office Civilian Social Services Unit
Creating a new unit within the department to better serve our community.
Explaining the Civilian Social Services Unit:
While funding for the Civilian Social Services Unit was not included in the current county budget, Sheriff Ugarte remains committed to establishing the program as a departmental priority. Planning efforts are ongoing to ensure the unit can launch as soon as resources become available.

The Civilian Social Services Unit is a proactive initiative aimed at addressing some of the most pressing social challenges in our community — including mental health, homelessness, food insecurity, and youth support. Through outreach, connection to services, and compassionate follow-up, the unit seeks to make a meaningful difference in the lives of those most in need.

At the heart of this initiative is the belief that every individual deserves access to the resources and support necessary for their well-being and success. By working collaboratively with local agencies, organizations, and community members, the Sheriff’s Office strives to build a caring network that uplifts those in need and strengthens the fabric of our community.

Key Objectives:

Proactive Outreach: Engage with individuals experiencing crisis or hardship to ensure they receive information, guidance, and reassurance that they are not alone.

Resource Connection: Partner with existing programs to connect individuals with mental health, housing, food assistance, and youth support services.

Post-Incident Follow-Up: Provide support after law enforcement encounters to help individuals access the help needed to prevent future crises.

Compassionate Support: Offer a short-term, nonjudgmental space for people to share concerns and receive guidance toward stability and self-sufficiency.

Agency Collaboration: Strengthen coordination with local agencies by sharing insights and fostering a unified approach to addressing community needs.
